It will cover an area of 26 square kilometers and focus on the development of four industrial clusters related to new-generation information technology, new materials, modern services, and intelligent manufacturing.
Construction on the park will be divided into several phases, beginning with the 1.53-sq-km core area that has already started construction. It will include a science and technology innovation center costing 3.94 billion yuan ($549.4 million).

It was attended by government officials of Heilongjiang and Guangdong provinces, including Zhang Qingwei, Party secretary of Heilongjiang province, Wang Wentao, governor of Heilongjiang, Wang Weizhong, vice Party secretary of Guangdong province, and Wang Zhaoli, Party secretary of Harbin.
