Heilongjiang makes regulations to boost big data development

China’s northernmost Heilongjiang province recently announced the Regulations on Promoting the Development and Application of Big Data in Heilongjiang Province (Draft).

As the first local regulation in the field of informatization in Heilongjiang, the draft closely follows the current situation and adheres to the province’s big data development and application needs.

It provides principled, general and guiding regulations on some basic issues of big data development and application, including the open sharing of big data, data asset management, big data promotion measures and security management.

On the afternoon of March 30, the Standing Committee of the Heilongjiang Provincial People's Congress convened a legislative coordination meeting to listen to the introduction of the cyberspace affairs commission of the Heilongjiang Provincial Party Committee and Heilongjiang Business Environment Construction Supervision Bureau. The meeting also handled the deployment of related work.

In recent years, Heilongjiang has made positive progress in the development and application of big data, which has been widely used in economic construction, social governance and public services.

Big data has become one of the important drivers for the comprehensive revitalization and development of Heilongjiang.

However, from the overall perspective of national big data development, Heilongjiang still has considerable room for improvement.

In the absence of special upper-level regulations, it became an urgent task to formulate local regulations based on the actual situation of Heilongjiang.

The promulgation of the regulations is expected to further promote the development and application of big data, standardize data processing activities and protect the legitimate rights and interests of citizens, legal persons and other organizations. The regulations are also intended to transform Heilongjiang into a digital province.
