The Fifteenth CPC Harbin Municipal Congress was held at Harbin's Global Theater on Feb 27.
 
There were supposed to be 530 Party representatives at the congress, but only 513 representatives were present, meeting the minimum requirement.
 
The congress reviewed the past five years of work carried out since the Fourteenth CPC Harbin municipal committee and declared the development goals and main tasks for the next five years.
 
From 2017 to 2021, Harbin withstood the economic pressure caused by the Covid-19 pandemic, successfully prevented and defused major risks, targeted poverty alleviation and pollution prevention and control, and successfully created a moderately prosperous society on schedule. It has also achieved a promising start to the 14th Five-Year Plan period (2021-25).
  Meanwhile, over the past five years, Harbin's comprehensive economic strength has continued to increase, and the development of new pilot free trade zones has accelerated.
 
The city's rural revitalization, reform and opening-up continued apace, people's living standards improved significantly, and the construction of an ecological civilization achieved impressive results.
 
In the next five years, Harbin is projected to develop itself into a hub of innovation and development, advanced manufacturing, modern agriculture, opening-up to the north, creative design, ice and snow culture and livability.
