Harbin launches business environment improvement plan

According to the plan, by the end of 2022, Harbin's overall business environment should be rated as "good" based on China's business environment evaluation standards.
Meanwhile, Harbin is striving to enter the ranks of national benchmark cities with two or more first-level indicators in business environment evaluation, and more than 80 percent of the city's 198 reform items should reach the national advanced level.
Based on the city's current business environment Harbin has set up a total of 239 tasks for this year.
The plan proposes that Harbin reduce the process for opening a business to 0.5 working days before the end of the year.
Harbin will also improve engineering construction service support by reducing the time needed to obtain a construction permit for general social investment projects to within 60 working days, and that for social investment low-risk projects to within 15 working days.
Benchmarking the best business experiences and practices across the country, this year Harbin is projected to enter the national benchmark cities with two or more first-level indicators of "starting a business", as well as "creation, protection and utilization of intellectual property rights".
Additionally, Harbin will launch innovative reform measures featuring local characteristics by improving the satisfaction of market entities and the public.
For example, individual business entities in Harbin will be able to register their own business through the “哈尔滨市场监督” WeChat, significantly increasign efficiency.
