Harbin, capital of China's northernmost Heilongjiang province, recently announced its development goals for the current year.

They were revealed at the first session of the 16th Harbin Municipal People's Congress, which kicked off on April 13.

According to the plan, Harbin's GDP is expected to increase 6 percent this year, with its industrial added value above designated size up by more than 10 percent.

Investment in fixed assets is projected to increase more than 10 percent; total retail sales of consumer goods are expected to increase more than 7 percent; and total imports and exports are expected to increase more than 10 percent.

Meanwhile, the general public budget revenue of Harbin is expected to increase more than 6.5 percent, while the growth of per capita disposable income of urban and rural residents should be higher than that of GDP.

To achieve such goals, Harbin plans to develop a "4+4" modern industrial system and strengthen the development of the real economy.

To boost rural revitalization, Harbin aims to build itself into a modern agricultural capital with sustainable high-quality development, strong branding, and a technological agriculture industry.

In addition, Harbin is expected to improve its business environment and deepen reform and opening-up.

The city will adhere to the philosophy that "lucid waters and lush mountains are invaluable assets" and continue to improve its environment, aiming for cleaner water, skies and earth.
