In response to the heavy rainfall caused by Typhoon Doksuri and the upcoming peak floods that are expected to hit the Songhua River, Harbin held a meeting on drainage and flood prevention efforts and measures on Aug 8.
 
The meeting conveyed the recent deployment requirements of the State Council, Heilongjiang province, and Harbin city regarding drainage and flood prevention work.
 
It also reported on significant meteorological information and interpreted  the "Special Emergency Plan for Urban Waterlogging Prevention in Harbin city by 2023", clearly defining the responsibilities and tasks of each member unit of the Harbin defense command.
 
According to the plan formulated earlier, Harbin will divide the drainage warning level into four parts, from heavy to light, and respond accordingly.
 
After the warning is issued, relevant units will respond based on the four different levels and take the appropriate actions.
 
Attendees at the meeting pointed out that the current flood and drainage situation is quite severe, and it is necessary to be prepared in advance for disaster relief and post-disaster recovery, while also concentrating on efforts to deal with the next round of heavy rainfall.
 
It is also necessary to investigate further to check for any hidden dangers, and focus on re-checking and re-verifying risk points such as depressed interchanges, tunnels, bridges, underground spaces, subways, and low-lying urban waterlogging areas.
 
Meanwhile, continuous supervision and control must be maintained, ensuring nothing is left unchecked and no mistakes occur.
 
In addition, it is of great importance to strengthen inter-departmental coordination and cooperation, ensure emergency support, enhance information sharing, and promptly report information.
