A joint meeting on the topic of collaborating on transportation in Northeast China's Liaoning, Jilin and Heilongjiang provinces and North China's Inner Mongolia autonomous region was held in Shenyang city of Liaoning province on Oct 14.
 
The transportation departments from the aforementioned provinces and regions jointly signed an initiative to collaborate on the high-quality development of transportation in the area.
 
The "initiative" includes six sections, with details as follows:
 
Promote the construction of the Northeast Sea-Land Corridor

Together, they will strengthen inter-provincial and cross-border transportation infrastructural connections, optimize the layout of transportation hubs and improve transportation service systems, enabling smoother connectivity to the coastal areas of Southeast China, Russia, Mongolia, Japan, South Korea, Southeast Asia, Central Asia and Europe.
 
Advocate the establishment of a multilateral transport development alliance

They plan to initiate the establishment of a joint transport alliance and invite pertinent bodies from rail, road, water, and air transport to join.
 
It is expected to serve as an exchange platform for government, businesses, and research institutes, improve the efficiency, service level and security of transportation in Northeast China, cut logistical costs, and support industrial transformation and upgrading.
 
Advance cross-provincial joint law enforcement against over-limit and over-loaded transportation

They will establish joint action systems, strengthen information sharing on illegal activities and jointly carry out special controls on over-loaded transportation, in a bid to curb vehicle weight limit violations, and ensure the smooth transportation of key materials and the safe operation of road facilities.
 
Push forward the transformational development of inter-provincial road passenger transport collaboratively

They will make joint efforts to advance the customization of inter-provincial road passenger transport. This aims to significantly enhance the ability to collaboratively govern and deliver services for inter-provincial road passenger traffic and to better satisfy the safety, convenience, and comfort needs of passengers.

Collaborate on cross-provincial approval for oversized cargo transport

A cross-provincial main passage will be established for oversized cargo transport. Meanwhile, the transport departments will facilitate shared roadway information, optimize appointment approval services, streamline the steps for joint approval and implement combined penalties for violations.

Merger for routine and practical cooperation

The transport departments will take actions towards setting up a routine joint conference mechanism. Each year, the conference will review and assess the fruit of this cooperation, resolve key issues and push forward important matters.
