Heilongjiang issues first ‘green card’ for Turkish professor

Heilongjiang province issued its first permanent residence permit to a citizen of Turkey on Nov 14, since establishment of the National Immigration Administration in April, 2018.

Mustafa Okyay Kaynak, a doctoral supervisor and chief international academic advisor from Turkey at Harbin Institute of Technology, was the first recipient of Heilongjiang’s permanent residence permit.

Professor Kaynak first came to Harbin in 2003 and have worked for 16 years at the university.

He was awarded the Friendship Award (the highest honor a foreign national can receive) by the central government in 2016, for his contribution to academic exchanges.

To make living and working in China much more convenient, he submitted the application of China’s permanent residence permit at the exit and entry administration department of Harbin public security bureau in July this year.

After receiving application, the Harbin exit and entry administration department immediately opened the "green channel" to assist professor Kaynak to prepare materials and follow up formalities inspection, administration approval and card making. The whole procedures were completed in just two months.

“I am very surprised and excited to receive my permanent residence permit in such a short time,” said professor Kaynak.

To provide greater convenience for skilled foreign workers, a “green channel” for qualified applicants were opened by the Harbin exit and entry administration department this year.

The “green channel” shortens the time limit of application acceptance from 15 working days to less than 5 working days; and special service counters and designated staff members have been set up to provide "one-stop" services.
