Harbin launches plan to boost equipment upgrades, consumer goods replacement

This plan aims to significantly elevate the city's standards and drive economic growth through quality improvements and advanced technological integration.
By 2025, Harbin aims to contribute to the development and revision of 200 national and industry standards. This initiative is expected to enhance synergy between policies and standards, improve the quality of goods and services, increase the proportion of advanced production capacities, and bring more high-quality durable goods into average people’s lives.
The overarching goal is to leverage standards to achieve significant progress in high-quality economic development.
Accelerating energy consumption and emissions standards upgrades
The plan emphasizes the importance of upgrading technical standards related to energy consumption and emissions to lead the way in equipment modernization. Harbin will implement key industry energy consumption standards, closely monitor national updates on energy efficiency, and align its own benchmarks and market entry thresholds accordingly. The city will strictly enforce energy-saving review systems, ensuring that projects failing to meet national energy consumption requirements are not approved, among other things.
Enhancing product quality and safety standards
To promote the replacement of old consumer goods with new ones, Harbin will launch special actions to upgrade standards for the safety, health, performance, and environmental impact of major consumer products.
This includes supporting national and provincial efforts to update standards for electric vehicle batteries, new energy vehicle charging and swapping systems, and intelligent network technology.
Additionally, Harbin will assist in upgrading and implementing mandatory standards for furniture structural safety, flame retardancy, building coatings, and wooden flooring. The city will also support the establishment of mechanisms that integrate technological innovation with standard development, facilitating the transformation of technological achievements into standards.
Strengthening resource recycling standards
Harbin will enhance the supply of standards for resource recycling to promote smooth industrial circulation. The city will strictly adhere to green design standards for materials and components that are easy to recycle, dismantle, regenerate, and remanufacture.
It will implement transaction information security standards and national general standards for the quality appraisal and market management of second-hand goods, as well as standards for the disassembly and traceability of reusable parts from scrapped vehicles.
In line with standards and policies for imported renewable resources, Harbin will strive to expand the variety and scale of imports. The city will seek support from national and provincial policies to continuously enhance its standard repository.
Harbin also aims to participate in international certification and mutual recognition activities, leveraging the roles of international standardization organization technical committees, domestic technical counterparts, and leading industry enterprises based in Harbin to engage in the development and revision of international standards.
