Dairy companies including Nestle have found Heilongjiang province appealing due to its natural conditions for milk cows and local government support to the industry.
Nestle has cooperated with dairy farmers and the government in Shuangcheng district in Harbin for more than two decades.
The company set up a 220,000-square-meter processing plant in Shuangcheng in the late 1980s, and has since provided free training and technical assistance to tens of thousands of local farmers.
