The city of Harbin in China's northernmost Heilongjiang province recently issued three new policies to provide subsidies for qualifying businesses, in a bid to further stimulate economic development.

Under the newly launched initiatives, a one-time reward grant of 1 million yuan ($150,037) will be given to enterprises that are selected and identified as national pilot demonstrations for the integrated development of new-generation information technology and the manufacturing industry – as well as pilot demonstrations for the application of network security technology.

A one-time reward grant of no more than 400,000 yuan will be given to enterprises that have passed assessment for the national integration of industrialization and industrialization management system, before the national assessment classification.

One-time grants of no more than 400,000 yuan, 450,000 yuan and 500,000 yuan will be given to enterprises rated at grades A, AA and AAA.

Meanwhile, Harbin will subsidize 5 percent of the increase in logistics costs for manufacturing enterprises above a designated size – those with annual revenue of 20 million yuan or more – whose logistics costs increased by more than 2 million yuan in 2021. The maximum for a single enterprise will not exceed 500,000 yuan.
